Briefing paper which draws together the evidence of the high levels of mental ill health, substance misuse and homelessness experienced by many short-sentence prisoners.
The paper considers ways in which access to services to address the range of problems contributing to offending behaviour can be improved through the Integrated Offender Management framework, and highlights examples from around the country of areas that have implemented such approaches to provide a broad partnership response to address repeat offending.
