Last week saw the publication of Graham Allen’s second report, Early Intervention: Smart Investment, Massive Savings. Although it focuses on interventions for children and young people, many of its themes and recommendations are highly relevant to adults with multiple needs.

At a recent conference, Stephen Bubb, Chief Executive of ACEVO, said that he had been in conversation with Eric Pickles, Secretary of State for Communities and Local Government, about how to ensure excluded groups don’t lose out in the Big Society. I wonder which excluded groups they spoke about in this conversation – did it include offenders or people with multiple needs?
