Communities of whose interest?

At a recent conference, Stephen Bubb, Chief Executive of ACEVO, said that he had been in conversation with Eric Pickles, Secretary of State for Communities and Local Government, about how to ensure excluded groups don’t lose out in the Big Society. I wonder which excluded groups they spoke about in this conversation – did it include offenders or people with multiple needs?
