National Development Programme
Through our National Development Programme (NDP) we established a network of projects across England and Wales which test out a range of approaches to working with people with low level mental health problems in contact with the criminal justice system. The NDP was a three year programme, which ran from 2007 to 2010, although many of the projects we established as part of it continue to run today.
The NDP was a development process designed specifically to contend with the challenges of working with a challenging and hard-to-engage target group. The process worked at three levels:

The process was broken down into three stages: analysis; pilot; and learning, dissemination and mainstreaming.
Following needs analyses in seven English regions and Wales in 2007, we worked in each region and in Wales to establish partnerships with local service providers and commissioners to establish a network of pilot projects. Click on the links below to find out more about the projects:

We commissioned the Centre for Public Innovation to carry out an evaluation of the NDP. This helped us to draw together learning from the pilots, summarised in our report Thinking Local. We are now working to disseminate this learning, and using it to feed in to our continuing development work. We are also using this learning to support the mainstreaming of the pilots.
